Cape Town, South Africa: 30 July 2026 – As Africa seeks to mobilise the trillions of dollars required to meet its growing energy demand, one challenge continues to stand in the way of large-scale investment: fragmented policy and regulatory frameworks.
Despite abundant renewable resources, increasing private sector interest and strong international support for Africa’s energy transition, investors continue to face inconsistent regulations, differing licensing regimes, evolving procurement frameworks and complex cross-border approval processes that can delay projects, increase costs and reduce investor confidence.
Recognising the urgent need for greater coordination, the Africa Energy Indaba, taking place from 2–4 March 2027 at the Cape Town International Convention Centre (CTICC), will host a high-level conference session entitled “Policy Alignment for Investment in African Energy Infrastructure.”
The session will bring together government leaders, energy regulators, regional economic communities, utilities, development finance institutions and private sector investors to explore how greater policy alignment can unlock investment, accelerate project delivery and strengthen regional energy integration.
As African nations work towards universal energy access, industrialisation and economic growth, the ability to create predictable, transparent and investor-friendly regulatory environments has become increasingly important. While many countries have introduced ambitious energy reforms, differing approaches to licensing, market structures, tariff methodologies, power purchase agreements and grid access continue to create uncertainty for developers and financiers operating across multiple jurisdictions.
The discussion will examine practical steps that governments and regional institutions can take to harmonise policy frameworks while respecting national priorities. Participants will consider how closer regulatory cooperation can reduce project risk, improve bankability and encourage greater participation from private investors, institutional capital and development finance institutions.

The session comes at a pivotal moment for Africa’s energy sector. Ambitious initiatives such as the African Continental Free Trade Area (AfCFTA), regional power pools and cross-border transmission programmes are creating unprecedented opportunities for integrated electricity markets. However, their success depends on policies that enable electricity trade, encourage private investment and provide clear, stable regulatory frameworks across borders.
Delegates will explore how policy alignment can support the expansion of regional power pools, facilitate cross-border transmission infrastructure, streamline permitting processes and create more competitive electricity markets. The conversation will also consider the role of independent regulators, regional economic communities and continental institutions in driving greater cooperation and consistency.
Another key focus will be improving the investment environment for Independent Power Producers (IPPs), transmission developers and energy infrastructure investors. As Africa increasingly relies on private capital to finance renewable energy, battery storage, gas-to-power, transmission and distribution infrastructure, regulatory certainty has become a critical factor in project financing and long-term investment decisions.
The discussion will also examine how harmonised standards and regulatory coordination can support the deployment of emerging technologies, including battery energy storage systems, green hydrogen, smart grids and digital energy platforms, while ensuring that markets remain competitive and attractive to both local and international investors.
The Africa Energy Indaba has long served as Africa’s leading platform for energy dialogue, bringing together ministers, utilities, regulators, investors, technology providers and project developers from across the continent. The 2027 programme will continue this tradition by addressing the strategic issues shaping Africa’s energy future, with a strong emphasis on investment, regional cooperation, energy security and market development.
The session on Policy Alignment for Investment in African Energy Infrastructure is expected to generate practical recommendations that support greater collaboration between governments, regulators and the private sector, helping to accelerate the delivery of energy projects that are critical to Africa’s economic growth and sustainable development.
As Africa continues its journey towards a more connected, resilient and integrated energy future, policy alignment will play an increasingly central role in unlocking investment, strengthening regional electricity markets and delivering affordable, reliable and sustainable energy for all.
